How to Verify a Candidate's Employment History in India Without Calling Their Previous Employer
Every HR
professional in India has lived this frustration. You hire a promising
candidate. You need to verify their previous employment before their start
date. You call the previous employer's HR department. Nobody picks up. You send
an email. No reply. You try again the next day. Voicemail. You ask the
candidate for an alternate contact. They give you a personal reference their
former manager's personal number who confirms everything a little too
enthusiastically.
Two weeks
have passed. The candidate's start date is tomorrow. You have verified nothing
except that someone who may or may not be their former manager says they are
great. The experience letters the candidate provided look fine, but you have no
way to confirm they are genuine.
This is the
standard employment verification experience in India, and it is broken by
design. It depends entirely on the cooperation of a third party the previous
employer who has no obligation, no incentive, and often no process to respond
to verification requests from companies they have no relationship with.
But there
is another way. One that does not require a single phone call, does not depend
on anyone's cooperation, and returns verified employment history in minutes
instead of weeks.
The Problem with Reference Calls for
Employment Verification
Reference
calls fail for three structural reasons, and none of them have anything to do
with the candidate being dishonest.
Most Indian
companies have no formal verification response policy. Large IT companies and MNCs sometimes have a structured process for
responding to employment verification requests. But the vast majority of Indian
employers mid-size firms, startups, family-owned businesses, agencies have
no dedicated HR team member responsible for responding to verification
inquiries from external companies. Your email goes into a shared inbox and
disappears. Your call goes to a reception desk where nobody knows who handles
these requests.
Legal
caution makes companies reluctant to share information. After the DPDP Act and increasing awareness of employee data privacy,
many HR departments have adopted an informal policy of saying as little as
possible about former employees. They will confirm that the person worked
there. They will not confirm dates, designation, reason for leaving, or
anything that could become a liability. So even when you do get through, the
information you receive is often too limited to be useful.
Personal
references are unreliable by definition. When
a candidate provides a personal reference instead of an HR contact, you are speaking
with someone the candidate chose specifically because they will say positive
things. This is not verification it is a curated testimonial. The reference
has no obligation to be accurate, and you have no way to confirm that the
person you are speaking with actually held the position they claim at the
company they claim.
The result
is that most employment verification in India happens on paper the candidate
provides documents, the employer reviews them visually, and everyone hopes for
the best. In a world where AI tools can generate a convincing experience letter
in under five minutes, this is not a verification process. It is a formality.
UAN: The Employment Verification Method Nobody
Talks About
There is a
government database that already contains the verified employment history of
every formally employed person in India. It is called the Employees' Provident
Fund Organisation (EPFO), and it is accessible through a candidate's Universal
Account Number (UAN).
When an
employer hires an employee and the company is registered with EPFO (mandatory
for establishments with 20 or more employees), the employer creates a Member ID
linked to the employee's UAN and begins making EPF contributions. These contributions
are recorded in the EPFO system against the employee's UAN, along with the
employer name, Member ID, and the dates of contribution.
This means
that for any candidate who has worked in the formal sector, EPFO already has a
record of which employers they worked for and when. This record was created by
the employers themselves at the time of employment not by the candidate, and
not retroactively. It cannot be edited by the candidate. It cannot be forged.
It is the closest thing India has to a verified, tamper-proof employment
history database.
What a UAN Verification Actually Returns
When you
query EPFO records through a candidate's UAN, you receive a structured record
that includes the name of every employer who made EPF contributions for this
person, the Member ID assigned at each employer, the dates that contributions
started and ended at each employer, and the candidate's name as registered in
the EPFO system.
This gives
you four critical data points for verification.
Employer
names: Does the list of employers in the EPFO record
match the candidate's resume? If the candidate claims four years at Company X
but Company X does not appear in their EPFO record, that is a red flag that
cannot be explained away.
Employment
dates: Do the start and end dates in the EPFO record
match the dates on the candidate's resume? Small differences of a month or two
are normal (EPF contributions sometimes start after a probation period).
Differences of six months or more indicate that the candidate has inflated
their tenure.
Hidden
employers: Does the EPFO record show employers that the
candidate did not mention on their resume? An undisclosed employer is not
necessarily disqualifying, but it raises questions the candidate should answer.
Employment
gaps: Are there gaps between employers that the
candidate did not disclose? A gap is not inherently negative, but a concealed
gap suggests the candidate is hiding somethingwhether it is a termination, a
short stint at a company they would rather not mention, or a period of unemployment
they felt would weaken their application.
How to Run UAN Verification in Practice
You do not
need to navigate the EPFO website yourself or file manual requests. API-based
digital verification platforms handle the entire process.
On a
platform like Compose1 Verify, the
process is straightforward. You enter the candidate's UAN. The platform queries
the EPFO database through its API. The result employer names, Member IDs, and
contribution dates appears on your screen within minutes. You compare it
against the candidate's resume. Done.
No phone
calls. No emails to unresponsive HR departments. No waiting for someone at the
previous company to decide whether they feel like responding today. The data
comes directly from the government database that the previous employer
themselves populated when they hired the candidate.
Combining UAN with PAN and Voter ID for
Complete Verification
UAN
verification confirms where the candidate worked. But it does not confirm that
the person presenting the UAN is actually the person the UAN belongs to. That
is why UAN verification works best when combined with identity verification.
PAN
verification through the Income Tax Department confirms the candidate's name
and date of birth against their tax records. Voter ID verification through the
Election Commission of India provides a second, independent identity
confirmation. When the name and date of birth from PAN, Voter ID, and UAN all
match, you have confirmed both who the person is and where they have worked from three independent government databases that the candidate cannot
manipulate.
This
three-check combination PAN, Voter ID, and UAN takes 10 to 30 minutes total
on Compose1
Verify and costs a fraction of what a traditional
verification agency charges. More importantly, it provides stronger
verification than weeks of phone calls and document reviews ever could, because
the data comes from the source of truth rather than from the candidate or their
chosen references.
When You Still Need to Make the Call
UAN
verification replaces reference calls for factual employment confirmation employer names, dates, and existence of employment. It does not replace
reference calls when you need qualitative information.
If you want
to know how the candidate performed, how they worked with their team, why they
left, or whether the previous employer would hire them again, those are
questions that require a conversation with someone who worked with them. These
qualitative reference checks are valuable for senior hires and leadership roles
where performance quality matters as much as employment history.
But here is
the practical reality. For 80 percent of hires in India operations,
engineering, sales, support, field roles, contract positions the employer
does not need a qualitative reference. They need to confirm that the candidate
actually worked where they said they worked, for the duration they claimed, at
the companies they listed. UAN verification provides exactly that, in minutes,
from an authoritative source.
Stop
calling previous employers who will never call you back. Start querying the
database they already reported to.
