PAN, Voter ID, and UAN: The Three Checks Every Indian Employer Should Run Before Day One

CampusConnect Team 8 September 2026

Every year, Indian companies discover employees with mismatched identities, fabricated employment histories, and forged documents — weeks or months after they have already been onboarded, given system access, and added to payroll. The cost of unwinding a bad hire is significant: severance, re-hiring, legal exposure, and the operational disruption of removing someone who was already embedded in a team.

Most of this risk can be caught before the employee's first day with three specific checks: PAN verification, Voter ID verification, and UAN verification. Together, these three checks confirm the candidate's tax identity, civic identity, and formal employment history by querying the actual government databases that issued the original records.

This article explains what each check reveals, how long it takes, what it costs, and why these three checks specifically — rather than a larger, more expensive package — cover the majority of hiring risk for Indian employers.

Check 1: PAN Verification

What it checks: The candidate's Permanent Account Number against the Income Tax Department database.

What it returns: The registered name, date of birth, and PAN status (active, inactive, or deactivated).

What it catches: A fake PAN number will return no match. A PAN belonging to a different person will return a different name. A deactivated PAN indicates a compliance issue the candidate has not disclosed. Beyond fraud detection, PAN verification is a legal requirement for TDS compliance — if you process payroll with an invalid PAN, you face a higher TDS rate of 20 percent and potential penalties from the Income Tax Department.

How long it takes: 2 to 5 minutes through an API-based platform.

PAN verification is the single highest-return check you can run. It is fast, inexpensive, legally required for payroll, and immediately exposes the most common form of identity fraud. Every employer in India should run this check for every hire, regardless of role or seniority.

Check 2: Voter ID (EPIC) Verification

What it checks: The candidate's Electoral Photo Identity Card number against the Election Commission of India database.

What it returns: The registered name, date of birth or age, father's or husband's name, and constituency details.

What it catches: A Voter ID check provides a second, independent identity confirmation from a completely different government authority. When you compare the name and date of birth from the Voter ID result with the name and date of birth from the PAN result, you get a cross-record identity confirmation that is very difficult to fake. A candidate would need to have fraudulent records in both the Income Tax Department and the Election Commission databases — which is orders of magnitude harder than forging a single document.

How long it takes: 2 to 5 minutes through an API-based platform.

The value of Voter ID verification is not the check itself — it is the cross-reference with PAN. Two independent government databases agreeing on the same name and date of birth gives you a confidence level that no single-document check can match.

Check 3: UAN (Employment History) Verification

What it checks: The candidate's Universal Account Number against EPFO (Employees' Provident Fund Organisation) records.

What it returns: The complete formal employment history — employer names, member IDs, and contribution dates for every employer that made EPF contributions for this candidate.

What it catches: This is the single most powerful check for employment fraud in India. A candidate who claims to have worked at Company X for three years but whose UAN shows no EPF contributions from Company X during that period has a discrepancy that needs explanation. Gaps in employment that were not disclosed become visible. Overlapping employment dates — a sign that the candidate was working two jobs simultaneously — show up clearly. Employers the candidate did not mention on their resume appear in the record.

How long it takes: 5 minutes to 4 hours through an API-based platform, depending on the complexity of the employment history.

UAN verification effectively replaces manual reference calls for factual employment confirmation. Traditional reference checks — calling previous employers to confirm dates and designations — take 3 to 10 business days per reference and depend entirely on the previous employer's willingness to respond. UAN verification provides the same factual information (employer names, employment dates) in minutes, from an authoritative government source, without depending on third-party cooperation.

Why These Three Checks Cover 80 Percent of Hiring Risk

Hiring fraud in India falls into two main categories: identity fraud (the candidate is not who they claim to be) and employment fraud (the candidate did not work where they claim to have worked).

PAN and Voter ID verification address identity fraud by confirming the candidate's name and date of birth against two independent government databases. If both records agree and match what the candidate provided, the identity is confirmed with high confidence.

UAN verification addresses employment fraud by providing the actual EPF-registered employment history. If the candidate's resume matches their EPFO record, their employment claims are confirmed.

Together, these three checks answer the two most critical questions about any hire: Is this person who they say they are? Did they work where they say they worked?

Additional checks — criminal records, education verification, address verification, credit checks — address more specific risks and are appropriate for specific roles. But for the majority of hiring across Indian companies, the PAN-Voter ID-UAN combination provides the foundational verification that catches the most common and most costly fraud.

How to Run All Three Checks in Under 30 Minutes

Digital verification platforms have made it possible to run all three checks in a single session. On Compose1 Verify, you enter the candidate's PAN number, Voter ID number, and UAN in one workflow. Each check queries the respective government database and returns results in minutes. The platform automatically cross-references the returned data — comparing names and dates of birth across PAN, Voter ID, and UAN records — and flags any discrepancies.

The entire process takes 10 to 30 minutes from start to downloadable report. Compare that with the 7 to 15 business days a traditional agency takes for a similar set of checks, and the case for digital verification becomes straightforward.

The cost is also fundamentally different. Traditional agencies charge per package, often bundling checks you do not need with the ones you do. Digital platforms charge per check, so you pay only for PAN, Voter ID, and UAN — the three checks that matter most — without subsidising criminal record searches or address visits you did not ask for.

When to Add More Checks

The PAN-Voter ID-UAN combination is the right starting point for every hire. For certain roles, you should layer additional checks on top:

Roles with financial access (accountants, treasury, procurement): Add a credit check and criminal record check.

Roles with regulatory requirements (BFSI, healthcare, education): Add education verification and criminal record check. Some regulators require these by law.

Roles involving driving (delivery, logistics, field sales): Add Driving Licence verification to confirm the licence is valid and matches the candidate's identity.

Senior leadership and board-level hires: Add a comprehensive package that includes global database screening, directorship checks, and detailed reference calls.

The key principle is proportionality. Start with the three foundational checks for every hire. Add more checks only when the role's specific risk profile justifies the additional time and cost.

Start With Three Checks. Start Before Day One.

The gap between what most Indian employers do today (either nothing, or a slow, expensive agency package) and what they should do (three targeted digital checks in under 30 minutes) is where the most preventable hiring fraud lives.

Run PAN, Voter ID, and UAN verification for every hire. Run them before the offer, not after. Run them through a platform that returns results in minutes, not weeks. Compose1 Verify makes this possible with pay-per-check pricing, instant government database queries, and automatic cross-record analysis. Your first verified candidate is 10 minutes away.
