Background Verification

Why Employers Hiring from ITIs and Polytechnics Must Verify Candidate Identity Before Onboarding

Employers hiring frontline staff from ITIs, polytechnics, and skill centres face a growing identity fraud problem — fake certificates, borrowed documents, and fabricated training records are increasingly common in blue-collar recruitment. Digital identity verification through PAN, Voter ID, Driving Licence, and UAN checks costs under Rs 500 per candidate and takes minutes, making it affordable even for high-volume frontline hiring. Platforms like ID Verify by SalaryBox let employers verify candidates found through CampusConnect before issuing offer letters.

The Verification Gap in Frontline Hiring

India’s frontline workforce — electricians, nurses, welders, delivery executives, mechanics, cooks, and dozens of other trades — is the backbone of the economy. Every hospital, factory, restaurant, and logistics company depends on these workers showing up, performing, and being trustworthy.

Yet there is a glaring gap in how these workers are hired. While corporate India runs background checks on software engineers and MBAs, the vast majority of frontline and blue-collar hiring happens with zero verification. The typical process looks like this: the candidate walks in, hands over photocopies of their Aadhaar and trade certificate, the employer glances at them, and the candidate starts work the next day.

This casual approach to hiring creates three serious risks:

Identity fraud. A study by IDfy analysing 3.5 million background checks across 16 industries found that fraud is a systemic issue, with entire industries unknowingly hiring individuals with fake identities. The gig, logistics, and staffing sectors are particularly vulnerable to fake Driving Licences, duplicate Aadhaar profiles, and fabricated documents.

Safety liability. When an electrician with a fake ITI certificate causes a wiring fire, or a delivery executive with a suspended Driving Licence causes an accident, the employer faces criminal negligence charges. The defence “we checked his photocopy” does not hold up in court.

Financial loss. A bad hire at the frontline level may cost less than a bad executive hire, but the frequency is much higher. If 5 out of 50 frontline hires turn out to be unqualified or dishonest, the cumulative cost in lost productivity, theft, damage, and rehiring easily runs into lakhs.

The solution is not to hire a BGV agency at Rs 3,000 to Rs 8,000 per candidate — that is impractical for frontline hiring volumes. The solution is fast, affordable identity verification that fits into the speed of blue-collar recruitment.

What Identity Fraud Looks Like in Frontline Hiring

Frontline identity fraud in India takes several common forms:

Borrowed Documents

The most common type. A candidate who lacks proper documentation borrows a relative’s or friend’s PAN card, Voter ID, or Aadhaar to secure employment. They are not necessarily criminals — they may simply have documentation gaps — but the employer is now employing someone whose real identity they do not know. If that person causes damage, theft, or an accident, the employer cannot even trace them.

Fake Trade Certificates

ITI and polytechnic certificates are relatively easy to forge. The paper, format, and stamps can be replicated at low cost. Candidates present fake certificates for trades they have never trained in — claiming to be certified electricians, welders, or plumbers without the actual skills. This is a direct safety hazard in construction, manufacturing, and healthcare settings.

Suspended or Fake Driving Licences

In logistics and delivery, candidates frequently present expired, suspended, or entirely fake Driving Licences. The e-commerce sector alone deals with employment fraud making up almost 20 percent of cases, with a significant portion involving Driving Licence issues. A black market for selling login credentials and employee IDs exists, allowing unverified individuals to infiltrate delivery platforms.

Serial Job Hoppers Concealing Terminations

Some candidates are terminated from multiple jobs for misconduct — theft, absenteeism, harassment — but conceal this by providing incomplete employment histories or fake experience letters. Without UAN verification, employers have no way to see the candidate’s actual employment trail.

Ghost Employees

In larger frontline operations, supervisors sometimes add fictitious workers to the payroll. These “ghost employees” have fabricated identity documents and receive salaries that the supervisor diverts. PAN and Voter ID verification against government databases would immediately expose non-existent identities.

The Four Identity Checks Every Frontline Employer Should Run

You do not need comprehensive background checks for every frontline hire. These four digital checks provide strong protection at minimal cost:

1. PAN Check

What it does: Validates the candidate’s tax identity against the Income Tax Department database. Confirms full legal name, date of birth, and PAN status.

Why it matters for frontline hiring: PAN is the hardest identity document to fake because it is directly linked to the Income Tax Department’s database. A digital PAN check instantly reveals whether the PAN number is real and whether it matches the name the candidate has provided. If a candidate is using a borrowed or fake PAN, the check will show a name mismatch immediately.

2. Voter ID Check

What it does: Verifies electoral identity against the Election Commission database. Confirms name, father’s name, address, and age.

Why it matters for frontline hiring: The Voter ID provides an independent address proof and identity confirmation. Cross-referencing the name and date of birth from the Voter ID against the PAN gives you two independent sources confirming the same identity. If the details conflict, you have a red flag.

3. Driving Licence Check

What it does: Verifies licence validity, authorised vehicle classes, and any suspensions or cancellations against the Transport Department database.

Why it matters for frontline hiring: Essential for any role involving driving — delivery executives, drivers, field technicians, and logistics staff. The check reveals not just whether the licence exists, but whether it is currently valid, which vehicle classes the candidate can legally operate, and whether the licence has been suspended for any reason. This is information no photocopy can provide.

4. UAN Check

What it does: Verifies the candidate’s provident fund identity and reveals their actual employment history through PF contribution records.

Why it matters for frontline hiring: The UAN is your secret weapon against fake employment claims. Every formal employer who contributed PF for the candidate appears in the UAN record. If a candidate claims three years of experience at a hospital but the UAN shows no PF contributions from any hospital, the employment claim is fabricated.

How to Integrate Verification into Your Frontline Hiring Process

Frontline hiring is fast — often same-day or next-day. Verification must fit this speed to be practical. Here is how:

Before the Offer Letter

When you find a promising candidate through CampusConnect or any other channel, collect their basic details (name, DOB, phone number) and identity document numbers (PAN, Voter ID, DL, UAN — whichever they have). Run all available checks through a self-serve platform like ID Verify by SalaryBox. Results come back in minutes — fast enough to complete before the candidate leaves your office.

During Onboarding

If you have already issued a conditional offer, run the verification before the candidate begins actual work. Make the offer letter explicitly state that employment is contingent on successful identity verification. This protects you legally if adverse results surface.

For Bulk Hiring

During placement drives or seasonal hiring surges when you are onboarding 20, 50, or 100 candidates at once, build verification into the intake workflow. Collect identity details as part of the joining paperwork and run checks in batch before issuing uniforms, access cards, or equipment.

Cost Management

At under Rs 500 per candidate for all four checks, verification is affordable even at scale. For a company hiring 50 frontline staff per month, the total verification cost is under Rs 25,000 — a fraction of the cost of a single bad hire.

Frequently Asked Questions

Do I really need to verify frontline workers? They are junior roles.

Yes. Frontline workers often have direct access to cash, inventory, customer property, vehicles, and sometimes vulnerable populations (patients, children, elderly). A delivery executive with a fake identity who steals packages causes the same financial and reputational damage as a manager who embezzles from accounts. The risk per individual may be lower, but the volume of frontline hiring makes the aggregate risk significant.

What if the candidate does not have a PAN card?

Many frontline workers — especially younger candidates fresh from ITIs — may not have a PAN card. Run whichever checks are available. Voter ID and Driving Licence checks together still provide meaningful identity verification. UAN will be unavailable for true freshers with no formal employment history, but will be available for candidates claiming previous experience.

Is this affordable for a small business hiring 3 to 5 people?

Yes. At under Rs 500 per candidate with no subscriptions or minimums, verifying 5 candidates costs less than Rs 2,500 — less than a team dinner. Compare that to the Rs 3 lakh to Rs 5 lakh a single bad hire can cost through theft, damage, or rehiring expenses.

How is this different from what staffing agencies provide?

Staffing agencies may or may not verify candidate identity — many do not for cost reasons. Even if they do, you as the employer remain liable under the DPDP Act 2023. Running your own verification through ID Verify gives you direct, documented confirmation of the candidate’s identity, independent of the staffing agency’s processes.

Can I verify candidates from ITIs who are freshers with no work history?

Yes. PAN, Voter ID, and Driving Licence checks verify identity regardless of work experience. UAN will only be useful for candidates who have had previous formal employment. For true freshers straight from ITI, identity verification through PAN and Voter ID confirms they are who they claim to be, which is the most critical check.

What should I do if verification reveals a discrepancy?

A minor discrepancy — slightly different name spelling across documents — may be explained by clerical differences between government databases. A major discrepancy — PAN name completely different from the candidate’s stated name, or a suspended DL — is a serious red flag. Do not proceed with the hire until the discrepancy is resolved or explained satisfactorily.
